Following a Public Hearing in Toronto, on 23 September 1986, the Commission approves the applications noted above by The Ontario Educational Communications Authority (TV Ontario) for broadcasting licences for the following television stations, to rebroadcast TV Ontario programs originating from CICA-TV Toronto:

These applications form part of a long-term project to extend the TV Ontario service throughout northern Ontario via satellite.
The Commission will issue licences expiring 30 September 1991, subject to the conditions of licence specified in this decision and in the licences to be issued.
It is a condition of these licences that construction of the undertakings be completed and that they be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
