Following a Public Hearing in Sainte-Foy, Quebec on 16 June 1986, the Commission approves the application for a broadcasting licence for a French-language FM radio station at Saint-Félicien on the frequency 92.1 MHz, channel 221, with an effective radiated power of 50 watts to rebroadcast in full the programs of CHVD Dolbeau, Quebec.
The Commission will issue a licence expiring 30 September 1989, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of CHVD.
Radio C.H.V.D. Inc. indicated that a new rebroadcasting station at Saint-Félicien would allow it to improve significantly the quality of the signal of CHVD Dolbeau, which is difficult to pick up in the evening and impossible to pick up at night in the secondary market of Saint-Félicien because of interference. At the hearing, the licensee stated that it had studied various solutions but, in view of the fact that it cannot increase the power of its AM station using its present frequency, a new transmitter on the FM band was [TRANSLATION] "an effective and economic way of solving the problem".
The applicant said that CHVD is already well-established in Saint-Félicien, since approximately 20% of its local revenue comes from that community. As well, a part-time reporter covers local events there and, according to the applicant, [TRANSLATION] "last year we broadcast 80 hours of programming live from Saint-Félicien".
The Commission has noted the opposing intervention presented by Radio Roberval Inc., licensee of CHRL Roberval, which took issue with Radio C.H.V.D. Inc.'s argument that CHVD's signal cannot be picked up at Saint-Félicien and contended that the small amount of local programming broadcast in the evening and at night would not mean better service for listeners.
In granting this authorization, the Commission has taken into account the evidence submitted by Radio C.H.V.D. Inc. It is of the opinion that the new transmitter will improve the quality of CHVD's signal in Saint-Félicien and should not unduly affect CHRL's advertising revenue or the stability of the Saint-Félicien market. Furthermore, the Commission notes that Radio Roberval Inc. was authorized to increase CHRL's night-time power from 2,500 to 10,000 watts "in order to improve the quality of the signal in the Saint-Félicien area" (Decision CRTC 80-163).
The Commission has taken note of the interventions submitted by the City and Chamber of Commerce of Saint-Félicien and the Société d'investissement des artères commerciales (S.I.D.A.C.) de Saint-Félicien in support of establishing a CHVD rebroadcasting station in the Saint-Félicien area.
The channel approved by this decision is an unprotected channel. Accordingly, the licensee would have to select another channel for the operation of the station, should optimum utilization of the broadcasting spectrum so require.
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
