TELESAT CANADA - CONSTRUCTION PROGRAM REVIEW
In Telesat Canada - Final Rates for 14/12 GHz Satellite Service and General Review of Revenue Requirements, Telecom Decision CRTC 84-9, 20 February 1984 (Decision 84-9), the Commission expressed the view that it would be appropriate to deal with the details of the construction program of Telesat Canada (Telesat) outside the context of a formal rate proceeding. Subsequently, in Direct-To-Home Satellite Services, Public Notice CRTC 1984-195, 26 July 1984 (Public Notice 1984-195), the Commission stated its intention to explore during the review how broadcasting requirements along with the needs of other users for satellite facilities can adequately and efficiently be met.
In Decision 84-9, the Commission directed Telesat to file with the Commission a report on the methods it uses in developing its capital plans. This report was to deal with:
a) the company's demand forecasting process;
b) the nature and extent of company interaction with Telecom Canada in the sizing and timing of
its capital program;
c) the company's approval process and budgeting cycle;
d) the company' provisioning process:
e) the company's proposed methods of evaluating the efficiency of use of its plant including
utilization objectives; and
f) the methods which the company recommends for the analysis of its construction program.
The Commission notes that Telesat responded by letter dated 20 July 1984, indicating that it would provide a comprehensive report in 1985 addressing the above matters with respect to the Anik E and F series of satellites. Telesat has undertaken to file this report by 31 October 1985.
In Decision 84-9, the Commission stated its intention to initiate a construction program review (CPR) proceeding to review the company's report and to consider the reasonableness of its capital expenditure forecasts. As a first step in this proceeding, the Commission will hold an oral hearing to review the report, to consider the nature and frequency of CPR's for Telesat and to address the matter raised in Public Notice 1984-195.
In order to address the matter identified in Public Notice 1984-195, the Commission requires Telesat to provide at least the following information regarding the plans for the Anik E and F series of satellites: anticipated utilization, coverage areas, channel availability in each coverage area, compatibility with current services and the extent and nature of service protection.
The Commission has established the following procedures for this part of the review.
1. Parties wishing to participate (interested parties) should notify the Commission of their intention
to do so by writing to the Commission by 25 October 1985, with a copy to Telesat.
2. Telesat is directed to file with the Commission and serve on interested parties, by 31 October
1985, the report and the further information required above.
3. Interested parties may address interrogatories to Telesat, with a copy to the Commission, by 20
November 1985. Responses to these interrogatories are to be filed with the Commission and
served on interested parties by 13 December 1985.
4. The oral hearing will be held in the Conference Centre, Phase IV, Place du Portage, Hull,
Quebec commencing at 9:30 a.m., Tuesday, 17 December 1985.
5. Telesat is to file and serve its final argument by 17 January 1986.
6. Interested parties are to file and serve their final argument by 31 January 1986.
7. Reply argument is to be filed and served on interested parties by Telesat by 14 February 1986.
All documents referred to in this notice are to be actually received on or before the dates specified, not merely mailed on or before these dates.
