BRITISH COLUMBIA TELEPHONE COMPANY - CONSTRUCTION PROGRAM REVIEW
The Commission announces that it will review the construction program of British Columbia Telephone Company (B.C. Tel). This review will be conducted in accordance with the procedure established in CRTC Telecom Public Notice 1982-24, dated 10 May 1982.
The Commission has determined that a preliminary meeting for the review is not required and has established the following schedule:
a) Any person wishing to participate should file a notice of intention to participate with the
Commission, and serve a copy on B.C. Tel, on or before 3 September 1985. The notice should
indicate the names of those who will be in attendance at the review meeting.
b) The company must file the 1985 View of its construction program with the Commission, and
serve a copy on all parties who have filed a notice of intention to participate, on or before 1
October 1985.
c) Requests for further information must be served on the company and filed with the Commission
on or before 21 October 1985.
d) The company's replies to these questions are to be filed with the Commission and served on all
interested parties by 8 November 1985.
e) The review meeting will be held on 26 and 27 November 1985, commencing at 9:30 a.m. in
Room 225, Hotel Vancouver, 900 West Georgia Street, Vancouver, British Columbia.
The company is requested to provide the following information with the 1985 View of its construction program:
a) a 1985 View over 1984 View comparison of the company's forecasted construction expenditures
by usage categories, identifying the amounts of change between Views attributable to:
1) inflation,
2) accounting changes,
3) volume, and
4) other;
(This View over View information is to be provided by year, for the years common to both Views.)
b) a year over year comparison of the company's 1985 View of its construction program by usage
categories identifying the changes in such expenditures as attributable to:
1) inflation,
2) accounting changes,
3) volume, and
4) other;
c) a comparison of the actual expenditures of the company in 1984 and the expenditures
forecasted by the company in its last View of that year, by usage categories, identifying changes
attributable to:
1) inflation,
2) accounting changes,
3) volume, and
4) other;
d) updates to the company's Capital Plan Planning and Methods (21 September 1984,
Revision) and Planning Guidelines documents, as applicable;
e) the reasons, including any economic evaluations conducted, for each new program;
f) the reasons, including any economic or quality of service evaluations conducted, for each
program deleted from the 1984 View;
g) the actual and forecast improvements in efficiency and quality of service for all programs which
are proposed to provide such improvements and which are expected to cost over $1 million;
h) the actual utilization for subscriber outside plant, local switching equipment, trunk facilities and
toll switching equipment for the year 1984 plus the predicted utilization for the years 1985 to
1987 inclusive; and
i) the criteria for the provision of one-way Extended Area Service as requested in British
Columbia Telephone Company - General Increase in Rates, Telecom Decision CRTC
85-8, 30 April 1985.
