Following a Public Hearing in Toronto on 17 June 1985, the Commission renews the broadcasting licence for CKBY-FM Ottawa from 1 October 1985 to 30 September 1990, subject to the conditions of licence specified in the licence to be issued.
The Commission notes that the station will be operated in the "Group III" music format, defined in Public Notice CRTC 1984-151 on the Review of Radio, which encompasses its current Country music format.
In Decision CRTC 80-658, the Commission expected the licensee to increase its financial commitment for the broadcast of live musical events and "to develop further plans for the advancement and exposure of local musical talent". The Commission acknowledges the licensee's significant efforts in support of local talent through productions such as the annual "CKBY Talent Search" and "Christmas in the Valley", a 6 hour Christmas program reflecting the unique culture of the Ottawa Valley. The licensee has allocated a minimum annual budget of $25,000 for these initiatives and additional funds for the production of the "CKBY Travellin Road Show", a local talent showcase.
The Commission notes, however, that the new Promise of Performance makes no reference to the broadcast of live musical events and it encourages the licensee to include live concert coverage in its programming schedule during the next term of licence.
The licensee requested a reduction in the minimum level of Canadian content Music-General (category 5) selections from 35% to 30% claiming that Canadian contemporary Country music is in short supply. In Public Notice CRTC 1984-151 on the Review of Radio, with reference to Canadian content guidelines, the Commission stated:
 The Commission has adopted the consultative committee's (The Consultative Committee on Music and Radio) recommendation that the Canadian content guidelines be neither raised nor lowered. Those licensees with higher Canadian content commitments made these commitments in knowledge of the Commission's practices with regard to Canadian content at the time, which were generally the same as those proposed. Therefore, the Commission expect these licensees to respect their commitments.
Moreover, as announced in Public Notice CRTC 1984-151, the Commission is in the process of studying the availability of all types of Canadian Country music. In view of the foregoing, the Commission considers that a departure from the policy is not warranted in this case. Accordingly, it denies the proposal and requires the licensee to adhere to a minimum level of 35% for category 5 music selections.
The Commission approves the licensee's proposal to reduce its commitment to programming in the Foreground format from 28% to 25%. The Commission requires, however, as a condition of licence, that this commitment not include play-by-play sports coverage.
