Following a Public Hearing in Montreal on 25 March 1985, the Commission approves the application for a broadcasting licence for a French-language FM radio station at Lachute on the frequency 104.9 MHz, channel 285A, with an effective radiated power of 3,000 watts. The Commission will issue a licence expiring 30 September 1988, subject to the conditions of licence specified in this decision and in the licence to be issued.
In accordance with the applicant's proposal, this authority will only take effect upon surrender of the licence held by the applicant to operate CJLA, the French-language AM radio station at Lachute.
The Commission notes that the licensee intends to broadcast 32 hours per week of programs originating from CHPR Hawkesbury, Ontario, and that the station will be operated in the "Group I" music format, defined in Public Notice CRTC 1984-151 on the Review of Radio.
The Commission denies the applicant's proposal to broadcast only 50% French-language vocal music. In accordance with the Commission's policy, French-language FM radio stations are generally required to broadcast a minimum of 65% of all vocal music selections in the French-language.
The Commission acknowledges, however, the concerns raised by some French-language radio broadcasters during the 25 March 1985 Montreal public hearing regarding their difficulties in meeting this 65% level due to the limited availability of quality French-language vocal music, particularly in some categories. In this regard, the Commission has stated in Public Notice CRTC 1985-100 dated 22 May 1985, that it is setting up a Task Force that will examine the most effective ways in which francophone broadcasters can stimulate and promote new French-language music talent.
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
The Commission acknowledges the numerous interventions received in support of this application.
