NORTHWESTEL INC. - RURATEL 2 SERVICE
Reference: Tariff Notice 179
The Commission has received an application from NorthwesTel Inc. (NorthwesTel, the Company) dated 10 August 1984, for approval of tariff revisions providing for the introduction of Ruratel 2 service on an experimental basis in the Carcross Road area. Ruratel 2 is an automatic mobile telephone service designed to provide direct dial individual line telephone service to customers in remote locations in which the cost of providing conventional telephone service is prohibitive.
In NorthwesTel Inc. - Withdrawal of Application for a General Rate Increase: Follow-Up, Telecom Decision CRTC 84-17, 11 July 1984, the Commission referred to interventions concerning the lack of service in the Carcross Road area of Whitehorse and the Company's proposal to provide the area with basic exchange service using automatic mobile telephone service. The Commission directed the Company to provide a report to the Commission within 30 days setting out the details of options, including costs, considered by the Company in selecting automatic mobile telephone service for this purpose.
On 10 August 1984, NorthwesTel sent to the Commission a letter containing details on three options considered, namely, multi-party systems via rural radio telephone systems, individual line service utilizing multi-channel radio systems for trunking and cable plant for distribution and finally, individual line service utilizing an automatic mobile radio telephone system. In the report, the Company concluded that the provision of individual line service utilizing an automatic mobile radio telephone service is the most cost-effective option to the Company and the least expensive to the customer.
In support of its application, NorthwesTel has provided supporting economic data for which it has claimed confidentiality.
