INQUIRY INTO TELECOMMUNICATIONS CARRIERS' COSTING AND ACCOUNTING PROCEDURES: PHASE III - COSTING OF EXISTING SERVICES

On 10 July 1984, the Commission referred to the Inquiry Officer, Mr. Kenneth L. Wyman, for inquiry and report pursuant to subsection 81(1) of the National Transportation Act, the question of whether the Commission should re-open the fact finding stage of Phase III of the Cost Inquiry for a full inquiry into the merits of the Management Information Cost Accounting System (MICA) of British Columbia Telephone Company. Accordingly, the public hearing announced in CRTC Telecom Public Notice 1984-22 (Telecom Public Notice 1984-22) to commence on 17 July 1984 for parties of record to make oral submissions in the form of argument on the report of the Inquiry Officer to the Commission was postponed.

On 14 August 1984, the Inquiry Officer submitted to the Commission the report of his inquiry concerning MICA. Copies of this report are available on request from the CRTC, 1 Promenade du Portage, Hull, Quebec. The recommendation of the Inquiry Officer is that the Commission should not re-open the fact finding stage of the Phase III proceeding. The Commission has decided to accept this recommendation. Accordingly, it will now proceed to the argument stage of the proceeding.

The Commission has decided to vary to the extent set out below the procedures set out in Public Notice 1984-22 for the balance of the Phase III proceeding:

1. At the public hearing, scheduled to commence at 9:30 a.m., Tuesday, 18 September 1984 in
the Outaouais Room of the Conference Centre, Phase IV, Place du Portage, Hull, Quebec,
parties of record may make oral submissions to the Executive Committee of the Commission in
the form of argument on the report of the Inquiry Officer dated 30 April 1984. Parties should
restrict their oral submissions concerning the 30 April report to the matters raised in their written
comments and replies, filed by 14 June and 6 July 1984 respectively. In addition, parties of
record may make oral submissions on MICA. The order of making oral submissions will be
alphabetical.

2. Following argument, parties of record may reply. Each reply should be limited to 10 minutes.
The order of making reply submissions will be reverse alphabetical. Following the hearing, the
Commission will render its decision on Phase III.
