NORTHWESTEL INC. - GENERAL INCREASE IN RATES
Regional Hearings
The Commission has received an application from NorthwesTel Inc. (NorthwesTel, the Company), dated 8 March 1984, for approval of a general increase in rates effective 1 September 1984. In its application the Company proposed to restructure local exchange rates and to increase the restructured rates by 4% for residence subscribers and 7% for business subscribers.
The Company proposed to abolish two-party service because of declining demand.
Coin telephone rates are proposed to be increased to 25¢ from the present charge of 10¢ per local call. Subject to certain exemptions, directory assistance calls relating to numbers which can be found in the telephone directory would be charged at a proposed rate of 50¢ per call.
In its application, NorthwesTel proposed to change the manner in which it charges for long distance calls within NorthwesTel's operating territory and between its territory and Alberta and British Columbia. These proposed changes would result in increases or decreases depending on the distance, duration and type of each call.
For subscribers to mobile telephone service, a monthly charge of $12.00 is proposed in addition to increases in network usage charges. Increases are also proposed for Telex and Broadband services. The Company's Private-line rates are proposed to be restructured on the basis of a 'declining with distance' schedule which will result in decreases as well as increases for subscribers to this service.
The proposed rates, if approved, would provide the Company with increased revenues in 1984 and 1985 of $881,000 and $2.8M respectively and would produce a rate of return on average common equity for NorthwesTel of 12.7% in 1984 and 13.0% in 1985.
As stated in the Notice to Subscribers sent by NorthwesTel to all of its subscribers, the Commission will be holding a public hearing commencing on 12 June 1984 in Whitehorse, Yukon Territory, the first part of which will consist of a regional hearing. The Commission has decided that it will also hold a regional hearing in Yellowknife, Northwest Territories on 7 June 1984.
