Meeting to discuss technical problems
relating to an application by Western Approaches Limited - 840374300
At a Public Hearing in Victoria on 19 June 1984, the Commission considered an application by Western Approaches Limited (Western Approaches) to amend the broadcasting licence for CKVU-TV Vancouver, by changing its transmitting channel from 21 to 10, and by decreasing the effective radiated power from 880,000 watts to 285,000 watts.
The Commission has reviewed the oral and written representations submitted in respect of this application. In light of the complex and unusual nature of the technical problems involved, the fact that they had not been fully discussed amongst the parties concerned prior to the public hearing, and the substantial concerns expressed by the general public, the Commission considers that it requires additional information prior to rendering a decision on the application by Western Approaches.
Accordingly, the Commission has scheduled a meeting to be held on 17 and 18 October at Harbour Towers, 345 Quebec Street, Victoria, to consider technical problems alleged to result from the Western Approaches proposal in order that the most advantageous decision may be rendered for all parties concerned, most particularly the television viewers and cable subscribers in the area. The Commission emphasizes, however, that the purpose of the meeting will not be to argue for or against the specific application by Western Approaches to change the transmitting channel of CKVU-TV.
The Commission has invited representatives of CKVU-TV, The Association of Lower Mainland Cable Operators, the Department of Communications, Canadian Satellite Communications Inc., KCTS-TV (PBS) Seattle, Washington and three members of the general public to act as observers at the meeting which will be chaired by Commissioner Rosalie Gower.
The participants will be asked to discuss the following matters:
1. The problems associated with the signal reception of KCTS-TV, channel 9 Seattle and KSTW-TV, channel 11 Tacoma, Washington, at the existing head-ends (receiving sites) of the Lower Mainland and Victoria cable systems;
2. The possible loss of reception of channels 9 and 11 by systems on Vancouver Island and the Sechelt Peninsula currently receiving either or both of these signals;
3. The possible loss of reception of signals at the head-end (receiving site) of the cable system serving Saltspring Island;
4. The reception of signals, including those of KCTS-TV and KSTW at the Bruce Peak head-end facility on Saltspring Island, and the implementation of a microwave system to distribute these signals to associated cable television systems;
5. The possible use of microwave to deliver signals to central and northern Vancouver Island and adjacent coastal areas, including the Sunshine Coast;
6. The possible interference with television signals distributed on cable channel 10;
7. The determination of the cable television channels which will be used to distribute various television signals and services by cable systems on Vancouver Island and in the Lower Mainland; and,
8. The technical quality of the signal of PBS station KCTS-TV Seattle received in the Lower Mainland, Vancouver Island and Sunshine Coast areas.
At the conclusion of the meeting, a report will be prepared which will be placed on the public file and all parties to the original hearing will be accorded a period of three weeks to submit comments. The applicant, Western Approaches, will then have ten days to reply to any such comments. Following a review of all the evidence, including the report, the comments and replies, the Commission will render its decision with respect to the above-noted application.
