A Review of Broadcasting Concerns in Windsor, Ontario
The Commission has received comments, from time to time, from licensees serving the Windsor area on the particular circumstances of operating a broadcasting undertaking in the Windsor market due to its proximity to Detroit, a major U.S. urban centre, and the constraints caused by the imbalance between available U.S. and Canadian broadcasting signals in that market.
The Commission intends to have a general discussion with all licensees serving the Windsor area to review the current broadcasting situation in Windsor; and will take the opportunity to do so at a public hearing to be held later this year in Windsor which will consider, amongst other items, the renewal of the licences of CJOM-FM and CKJY-FM Windsor, which expire 30 September 1984, and CKLW Windsor, which expires 31 December 1984.
In this regard, the Commission will publish a Notice of Public Hearing in the near future, which will invite comments from all interested parties, including the licensees serving the Windsor area.
The Commission advises the licensees that it cannot undertake an adequate assessment of the situation in Windsor unless, and until, broadcasting undertakings are operated in full compliance with their Promises of Performance, Commission policies and regulations.
