Amendment to the Television Broadcasting Regulations - Proposed Change in Implementation of New Reporting Period

On 8 May 1984, the Commission amended the Television Broadcasting Regulations, effective 1 October 1984, which, among other matters, changed the reporting period for the measurement of Canadian content from an annual to a semi-annual basis.

Various representatives of the broadcasting industry have since expressed concern that the implementation of this revised procedure commencing 1 October 1984 does not give broadcasters sufficient time to adjust their program schedules to comply with the requirements of the amended regulation.
|
Accordingly, the Commission proposes to postpone the implementation of the semi-annual reporting period for the measurement of Canadian content for one year, by revoking that portion of subsection 8(1) of the Television Broadcasting Regulations preceeding paragraph (a) thereof, approved on 8 May 1984, and substituting the following:

"8.(1) Subject to subsection (2), during the 12 month period commencing October 1, 1984 and thereafter during each subsequent six month period commencing October 1st and April 1st in each year, the total amount of time devoted by any station or network to the broadcasting of Canadian programs shall not,"

If the proposed amendment is enacted, subsection 8(1) will read as shown in the attached appendix to this notice.

The requirement for the semi-annual reporting period will thus be reintroduced effective 1 October 1985.

Any comments regarding this proposed amendment should be addressed to the Secretary General, CRTC, Ottawa, K1A 0N2, and should be received not later than 24 August 1984.

APPENDIX
|
8.(1) Subject to subsection (2), during the 12 month period commencing October 1, 1984 and thereafter during each subsequent six month period commencing October 1st and April 1st in each year, the total amount of time devoted by any station or network to the broadcasting of Canadian programs shall not,
|
a) during the hours in the broadcast days in that period, be less than 60 per cent of the total time devoted to the broadcasting of programs by that station or network during those hours; or
|
b) between the hours of six o'clock in the afternoon and midnight in that period
|
(i) in the case of the station or network for which the Commission has issued a public licence, be less than 60 per cent of the total time devoted to the broadcasting of programs by that station or network during those hours, or
|
(ii) in the case of a station or network for which the Commission has issued a private licence, be less than 50 per cent of the total time devoted to the broadcasting of programs by that station or network during those hours.
