Proposed Amendments to Radio (A.M.) Radio (F.M.) and Television Broadcasting Regulations,
|
The regulations respecting radio (A.M.), radio (F.M.) and television broadcasting currently prohibit the broadcasting of any abusive comment on, or abusive pictorial representation of, any race or religion.
|
In order to extend this prohibition to include broadcast programming which is abusive on the basis of national or ethnic origin, colour, sex, age or mental or physical disability, the Commission now proposes the following amendments to the Radio (A.M.), Radio (F.M.) and Television Broadcasting Regulations.

In Public Notice CRTC 1984-165 issued today, the Commission has invited public comments, to be submitted on or before 1 August 1984, on its proposed Regulations Respecting Pay Television Broadcasting Undertakings. Section 6 of those proposed regulations contains a provision similar to the amendment proposed herein.

Radio (A.M.) Broadcasting Regulations
|
Paragraph 5(l)(b) of the Radio (A.M.) Broadcasting Regulations is revoked and the following substituted therefor:

"5(1)(b) any abusive comment which, when taken in context, tends or is likely to expose an individual or a group or class of individuals to hatred or contempt on the basis of race, national or ethnic origin, colour, religion, sex, age or mental or physical disability;"

Radio (F.M.) Broadcasting Regulations
|
Paragraph 6(1)(b) of the Radio (F.M.) Broadcasting Regulations is revoked and the following substituted therefor:

"6(1)(b) any abusive comment which, when taken in context, tends or is likely to expose an individual or group or class of individuals to hatred or contempt on the basis of race, national or ethnic origin, colour, religion, sex, age or mental or physical disability;"

Television Broadcasting Regulations
|
Paragraph 6(1)(b) of the Television Broadcasting Regulations is revoked and the following substituted therefor:

"6(1)(b) any abusive comment or abusive pictorial representation which, when taken in context, tends or is likely to expose an individual or group or class of individuals to hatred or contempt on the basis of race, national or ethnic origin, colour, religion, sex, age or mental or physical disability;"

All interested parties are invited to submit written comments on the proposed amendments to the Secretary General, CRTC, Ottawa, K1A 0N2 on or before 1 August 1984.
