Following a Public Hearing in Vancouver on 30 October 1984, the Commission approves the application for authority to acquire the assets of the broadcasting receiving undertakings serving Fraser Lake, Burns Lake and Vanderhoof from Bulkley Nechako Cablevision Ltd. and for broadcasting licences to continue the operation of these undertakings.
The Commission will issue licences to Omineca Cablevision Ltd. upon surrender of the current licences. The licences will expire 30 September 1988, subject to the conditions specified in this decision and in the licences to be issued.
The boundaries of the area to be served will be specified in a schedule which will be appended to the licences.
In addition to the priority services required to be carried by regulation, the Commission approves the carriage of the following optional services: WJBK-TV (CBS), WTVS (PBS) and WDIV (NBC) Detroit, Michigan and KOMO-TV (ABC) Seattle, Washington (all locations) and in Burns Lake and Vanderhoof only, CHCH-TV Hamilton and CITV-TV Edmonton, received via satellite from the Canadian Satellite Communications Inc. (CANCOM) network.
This applicant has not applied to distribute the French-language television service (TCTV) available from CANCOM. The Commission encourages the applicant to undertake a survey of the community during the first year of operation to determine the need for this service. Should such interest be expressed, the applicant will be expected to apply accordingly. Members of the community may also wish to advise the Commission of their interest.
The Commission approves the continued carriage of the CBC Parliamentary Television Network at Burns Lake and Vanderhoof, subject to the requirement that this service be distributed on a channel other than that used for community programming and, in all locations, the Knowledge Network of the West Communications Authority. Approval of these special programming services is only valid as long as no advertising material is distributed on the channels used for the carriage these services.
Furthermore, the Commission approves, as a condition of licence, the proposed maximum monthly fee of $20.00 and a maximum installation fee of $35.00.
It is a condition of licence that, for each system, the licensee own and operate, as a minimum, the local head-end, the amplifiers and the subscriber service drops.
