Cable T.V. of Wetaskiwin Ltd.

Following a Public Hearing in Regina on 19 June 1984, the Commission approves the application for authority to acquire the assets of the broadcasting receiving undertaking serving Wetaskiwin and Millet from Cable T.V. of Camrose Ltd. (formerly Cable T.V. Camrose Wetaskiwin Ltd.) and for a broadcasting licence to continue to provide cable television service to these communities.
The Commission will issue a licence expiring 30 September 1988, subject to the conditions specified in this decision and in the licence to be issued.
The Department of Communications (DOC) has advised the Commission that, because the proof of performance has not yet been received for this system, it is only prepared to issue a Technical Construction and Operating Certificate until 31 March 1985. Accordingly, the licence period granted herein beyond that date is subject to further technical certification by the DOC.
The boundaries of the authorized areas will be specified in the schedule which will be appended to the licence.
The licence is subject to the condition that the licensee own and operate, as a minimum, the local head-end, the amplifiers and the subscriber service drops. It is also subject to the condition that the licensee not charge more than the authorized maximum monthly subscriber fee of $9.54 ($10.00 effective 6 March 1985 in accordance with Decision CRTC 84-225 dated 6 March 1984), including distant signal delivery costs, and maximum installation fee of $35.00.
The Commission notes the statement made by the applicant, in its submission, that:
 ...this application is viable without any rate increase for the Wetaskiwin system and that no further rate increases will result from the purchase transaction.
As the basis for the filing of future annual returns and the preparation of future rate increase applications, the Commission will require the applicant to use the historical cost of fixed assets and the standardized accumulated depreciation of this system to Cable T.V. of Camrose Ltd., as calculated immediately before the assets transfer.
In addition to the priority services required to be carried by regulation, the licensee is authorized to continue to carry the signals of the following optional stations: KREM-TV (CBS), KXLY-TV (ABC) and KSPS-TV (PBS) Spokane, Washington; and CKRD-TV Red Deer, Alberta.
With regard to the distribution of the signal of CFRN-TV Edmonton on a restricted channel, the Commission is satisfied that the signal provided is of good quality and, therefore, considers that such distribution may be maintained. Accordingly, and in accordance with paragraph 10(a) of the Cable Television Regulations, the signal of CFRN-TV Edmonton shall be distributed on channel 3. Should the quality of the signal deteriorate significantly, the licensee will be expected to undertake immediate corrective action or to apply to the Commission for appropriate amendment to its licence to permit distribution of the signal on another channel.
The Commission also approves the continued carriage of the signals of KDRK-FM, KHQ-FM, KXLY-FM and KEZE-FM Spokane, Washington, subject to the terms and criteria set out in Public Notice CRTC 1984-124 dated 28 May 1984, entitled "Cable Carriage of Audio Services".
In that Public Notice, the Commission stated that non-Canadian religious stations may not be distributed. Accordingly, the continued carriage of the signal of KMBI-FM Spokane is denied.
The licensee is also authorized to continue to distribute the following special programming services: educational programming, the CBC Parliamentary Television Network, and weather/time services, subject to the condition that no advertising material be distributed on channels used for the carriage of these services.
Furthermore, in accordance with the licensee's renewal application and pursuant to the Notice of Authorization issued by the CRTC on 30 August 1984, the licensee is authorized to exhibit the pay television network service distributed by Allarcom Pay Television Limited.
