Following a Public Hearing in Victoria on 18 June 1984, the Commission approves the application for a licence to carry on a radio broadcasting network via satellite to provide native and English-language programming to remote and underserved communities in the Northwest Territories.

The Commission will issue a network licence to Native Communications Society of the Western N.W.T. expiring 30 September 1987, subject to the conditions of licence specified in this decision and in the licence to be issued.

In view of the fact that this non-profit corporation will be supported, in part, by government loans or grants, this licence will be subject to the condition that the licensee retain full control over all management and programming decisions.

The applicant proposes to offer a programming schedule which will include news and current affairs, community reports and information, music, phone-in shows and children's programs. The Commission notes that the presentation of this material will be divided among the five Dene languages: Loucheux, Dogrib, Chipewayan, and North and South Slavey, as well as English.

With respect to the distribution of this native broadcasting service, the applicant is required to enter into an affiliation agreement with all broadcasting undertakings licensed for the carriage or transmission of this service, and to file such agreements with the Commission.

Applications by local broadcasting undertakings for the carriage or transmission of this service will be the subject of further proceedings which will be announced in a separate Notice.
