Following a Public Hearing in Hull, Quebec on 6 March 1984, the Canadian Radio-television and Telecommunications Commission announces that it approves the application for a broadcasting licence for a French and English-language carrier current student radio station to serve the Thompson and Stanton-Marchand residences of the University of Ottawa, on the frequency 670 kHz, with a transmitter power of 20 watts at each of these locations. |
The Commission will issue a licence expiring 30 September 1988, subject to the conditions of licence specified in this decision and in the licence to be issued. |
This licence will be issued upon receipt of documentation establishing that the company has been incorporated in accordance with the application in all material respects. |
At the hearing, the applicant provided a brief history of broadcasting at the University of Ottawa over the past several years and indicated that a student carrier broadcasting undertaking had operated on the campus from 1975 to 1978 (Decision CRTC 75-31). The purpose of this application is to reinstitute the undertaking on a more reliable basis. |
The applicant stated at the hearing that its objective was to reflect the bilingual nature of the University of Ottawa and the National Capital Region. To this end, [TRANSLATION] "some programs are produced in a bilingual format and some are produced in one or the other language, but overall programming is balanced equally between French and English". |
The applicant indicated, however, that there are problems ensuring linguistic balance with regard to vocal music; the proposed levels for vocal music are: 60% English, 35% French, and 5% other languages. The applicant stated at the hearing that 35% was a minimum commitment for French-language vocal music, and that it intended to increase it [TRANSLATION] "first, by allocating most of its record budget to the purchase of French-language records, and then by encouraging English-speaking announcers at the station to include French-language music in their programs". Furthermore, the Commission notes the intervention submitted at the hearing by the Comité des francophones hors-Québec de l'Université d'Ottawa expressing its intention to assist the applicant in increasing the quantity of French-language vocal music offered by the radio station. |
According to the applicant, the station will be financed from three basic sources: the Students' Federation of the University of Ottawa is committed to guarantee part of the financing; the University of Ottawa is studying the possibility of contributing; and the station itself will generate revenue through such activities as a mobile disc jockey, studio rentals, and advertising. |
With respect to advertising, the applicant stated at the hearing that it intends to broadcast restricted advertising, as defined by the Commission in its Public Notice CRTC 1983-43, which will be limited to four minutes per hour. |
It is a condition of licence that construction of the station be completed and that it be in operation within twelve months of the date of this decision or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances. |
