RENEWAL OF TELEVISION BROADCASTING LICENCES

The Canadian Radio-television and Telecommunications Commission hereby announces that it renews the broadcasting licences for the television stations listed in appendix "A" to this decision from 1 October 1984 to 30 September 1985, subject to the terms and conditions of their current licences.
This short term renewal will allow licensees to take recent policy developments into account in preparing their promises of performance for the next licence renewal term.
The licensees' attention is drawn to Section 4.C of the Canadian content policy statement, where the Commission emphasizes its intention "to rely to a significantly greater extent than in the past on the use of conditions of licence to stimulate improvements in Canadian television programming". Specifically it stated that:
As current licences are considered for renewal, the licensees will be expected to bear in mind the overall goals set out in this policy paper. At the same time they will he expected to outline, in a separate statement attached to their promise of performance, in realistic and achievable terms, the specific commitments they are prepared to undertake with respect to the production and scheduling of Canadian programming during the licence period.
In determining each licensee's capability to contribute more to Canadian programming, the Commission will take into account all relevant factors, including an analysis of the licensee's present and projected financial capacity and the particular needs of, and resources available, in the community.
Where a condition of licence is imposed, a minimum percentage of revenues or total program budget to be spent on the programming in question may be specified. Conditions may also be applied, where appropriate, with respect to the number of hours devoted to certain program categories and to the scheduling of programs.
