Applications processed pursuant to streamlined procedures

The Commission sets out lists of applications that did not require a public process and that it processed from 1 July to 31 August 2012, pursuant to its streamlined procedures. These applications involve transfers of ownership and changes in the effective control of broadcasting undertakings, as well as applications for amendments or extensions of deadlines.

1. The Commission has streamlined procedures for its consideration of applications that involve transfers of ownership and changes in the effective control of broadcasting undertakings, amendments or extensions of deadlines, and that do not require a public process.1 Under these procedures, and on a case-by-case basis, the Commission may approve or deny such an application without first having issued a notice of consultation provided that:

a) its examination of the application reveals no significant policy concern; and

b) the Commission is convinced that approval or denial would be consistent with its approvals or denials of previous applications.

2. Where these two conditions are met, the Commission is generally satisfied that a process initiated by a notice of consultation is not required in the public interest and would unnecessarily delay implementation of the transaction contemplated or of other proposals by the applicant.

3. In the appendices to this information bulletin, the Commission sets out lists of applications that did not require a public process and that it processed from 1 July to 31 August 2012 pursuant to its streamlined procedures. The list of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings is set out in Appendix 1. The list of applications involving amendments or extensions of deadlines is set out in Appendix 2.

8098590 Canada is the licensee of a terrestrial broadcasting distribution undertaking authorized in Terrestrial broadcasting distribution undertaking to serve the Greater Toronto Area, Broadcasting Decision CRTC 2011-610, 23 September 2011. This undertaking is not yet in operation.

APPROVED – Change to the ownership structure of Corus Entertainment Inc. (Corus), as part of an intracorporate reorganization. This transaction does not affect the control of Corus, which continues to be controlled by Mr. JR Shaw.

Corus owns various radio, television and specialty programming undertakings through licensed subsidiaries.

APPROVED – Change to the ownership of Bear Creek Broadcasting Ltd. (Bear Creek) as part of an intracorporate reorganization. This transaction does not affect the effective control of Bear Creek, which continues to be exercised by Mr. Ken Truhn.

Bear Creek is the licensee of the radio programming undertaking CIKT-FM Grande Prairie, Alberta.
8. Canadian Hellenic Toronto Radio Inc. 2012-0817-4

APPROVED – Change to the effective control of Canadian Hellenic Toronto Radio Inc. (Canadian Hellenic) from Mrs. Vassiliki Maniatakos to Mr. John Maniatakos, following the death of Mrs. Maniatakos in August 2010.

Canadian Hellenic is the licensee of the radio programming undertaking CHTO Toronto, Ontario.

APPROVED – Change to the ownership of 2251723 Ontario Inc. (2251723 Ontario). This transaction does not affect the effective control of the licensee, which continues to be exercised by Alexei Tchernobrivets, Vadim Sloutsky and Ivan Smirnov.

2251723 Ontario is the licensee of the Class 1 terrestrial broadcasting distribution undertaking serving the Greater Toronto area and Kitchener/Waterloo, Ontario.

APPROVED – Change to the ownership structure of Pelmorex Communications Inc. (Pelmorex) as part of a corporate reorganization. This transaction does not affect the effective control of Pelmorex, which continues to be exercised by Mr. Pierre L. Morrissette.

Pelmorex is the licensee of the national, specialty Category A service The Weather Network/Météomédia.
