Changes to technical parameters for CHKF-FM Calgary - Approved
|

1. Following Public Notice CRTC 1998-55 dated 28 May 1998, the Commission approves the application by Fairchild Radio (Vancouver FM) Ltd. (Fairchild), to amend the broadcasting licence for CHKF-FM by authorizing the licensee to use the frequency 94.7 MHz (channel 234C1), with an effective radiated power of 53,000 watts. The applicant also proposes to locate the transmitter at a site 15 kilometres to the northwest of Calgary.

2. An application for a broadcasting licence to operate an ethnic radio undertaking to serve Calgary was made in 1995 by Thomas Fung and Roger Charest (Fung/Charest), on behalf of a company to be incorporated, now known as Fairchild. That application was technically mutually exclusive with an application by Touch Canada Broadcasting Inc. (Touch Canada) also intending to serve Calgary. At a hearing held in Calgary in July 1996, Fung/Charest stated that, if required, it could find another frequency for the Calgary station it proposed.

3. In Decisions CRTC 96-728 and 96-729, dated 29 October 1996, the Commission approved both applications, and authorized Touch Canada to use the frequency 88.9 MHz. The Commission directed Fung/Charest to find another suitable frequency and to submit an application to amend the technical parameters of its proposal, based on the use of a new frequency. The current application was submitted in response to that requirement.

4. The Commission hereby authorizes the licensee to operate the undertaking on the basis of the contours and particulars resulting from the above-mentioned changes.

5. The Department of Industry has advised the Commission that this application is conditionally technically acceptable, and that a Broadcasting Certificate will only be issued once it has been determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
|
|
6. In accordance with section 22(1) of the Broadcasting Act, the Commission will only issue the licence amendment, and the authority will only be granted, at such time as written notification is received from the Department of Industry that its technical requirements have been met, and that a Broadcasting Certificate will be issued.
|
|
This decision is to be appended to the licence.
