RE: Application by Télébec for forbearance from the regulation of business local exchange services in various Quebec exchanges

Dear Ms. Preda and Mr. Gélinas:

On 27 January 2015, Télébec, Société en commandite (Télébec) filed the above referenced application. In it, Télébec requested forbearance from the regulation of business local exchange service in the Quebec exchanges of Chibougamau, Rouyn-Noranda, and Val-d’Or.

Responses to Télébec’s application were due by 27 February 2015. Commission staff notes that Iristel Inc. (Iristel) and Télécommunications Xittel Inc. (Xittel) were identified as competitors in Télébec’s application, but did not provide a response.

Commission staff notes that the Commission does not consider local access-independent Voice over Internet Protocol (VoIP) services to be equivalent to local access services. Therefore, Iristel and Xittel are to indicate whether or not they exclusively provide local access-independent VoIP services in the aforementioned exchanges. If the services rendered are not exclusively local-access independent VoIP services, the companies are requested to provide any associated details (e,g. wire centre, total number of business local access lines, etc.)

In light of the above, Commission staff requests that Iristel and Xittel file with the Commission, by no later than 25 May 2015, the information required above in response to Télébec’s aforementioned business local forbearance application. Consequently, Télébec will have until 1 June 2015 to file its reply.
