Application by Northwest Broadcasting Inc. to amend the broadcasting licence of the commercial radio programming undertaking CFQK-FM Kaministiquia.

The licensee proposes to change the authorized contours of its transmitter CFQK-FM Kaministiquia by increasing the effective radiated power from 50 watts to 250 watts (non-directional antenna with an effective height of antenna above average terrain to 110.3 metres).

The amendment would change the station's status from unprotected low-power to protected status.

The licensee indicated that it wished to improve the quality of the station's signal. Its current technical parameters limit reception of its signal in buildings located in the area that it is currently licensed to serve.

The Commission notes that, should the application be approved, the population within the 3 mV/m contour would increase from 1,201 to 2,935 and from 16,882 to 117,064 within the 0.5 mV/m contour.

The licensee has requested an exemption to the Commission's common ownership policy set out in Commercial Radio Policy 1998, Public Notice CRTC 1998-41, 30 April 1998.

2. Shuniah Township, Ontario
Application No. 2010-0399-6

Application by Northwest Broadcasting Inc. to amend the broadcasting licence of the commercial radio programming undertaking CFQK-FM Kaministiquia.

The licensee proposes to change the authorized contours of its re-transmitter CKED-FM Shuniah by increasing the effective radiated power from 10 watts to 250 watts (non-directional antenna with an effective height of antenna above average terrain to 169.3 metres).

The amendment would change the station's status from unprotected low-power to protected status.

The licensee indicated that it wished to improve the coverage of the Shuniah Township area. Its current technical parameters limited reception of its signal in buildings in the area that it is currently licensed to serve.

The Commission notes that, should the application be approved, the population within the 3 mV/m contour would increase from 509 to 15,763 and from 27,206 to 112,336 within the 0.5 mV/m contour.

The licensee has requested an exemption to the Commission's common ownership policy as set out in Commercial Radio Policy 1998, Public Notice CRTC 1998-41, 30 April 1998.

3. Calgary, Alberta
Application No. 2010-0521-5

Application by CTVglobemedia Inc., on behalf of its subsidiary CTV Television Inc., to amend the broadcasting licence for the television programming undertaking CFCN-TV Calgary by adding a digital transmitter (post-transition).

The new digital transmitter would operate from the existing CFCN-TV tower on channel 29 with an average effective radiated power (ERP) of 120,000 watts (maximum ERP of 220,000 watts with an effective height of antenna above average terrain of 206.1 metres).

This application complies with the Revised licensing framework for over-the-air digital television services, Broadcasting Regulatory Policy CRTC 2010-69, 10 February 2010.

The intervention must be received by the Commission and by the applicant on or before the above-mentioned date. The Commission cannot be held responsible for postal delays and will not notify a party whose intervention is received after the deadline date.

The intervention will not be considered by the Commission and will not be part of the public file.

Interventions will be considered by the Commission and will form part of the public record of the proceeding without further notification to intervening parties, provided the procedure set out below has been followed. Parties will be contacted only if their submissions raise procedural questions.

A true copy must be sent to the applicant, and proof that this has been done must accompany the intervention sent to the Commission.

The Commission advises those who file and serve by electronic mode to exercise caution when using e-mail for service of documents or notification, as it may be difficult to establish that service has occurred.

Parties must ensure that, before initiating service through electronic mode, they will be able to satisfy the Commission, upon request, that service of the notification was completed.

Submissions longer than five pages should include a summary.

Each paragraph of the submission should be numbered. In addition, where the intervention is filed by electronic means, the line ***End of document*** should be entered following the last paragraph of the document, as an indication that the document has not been damaged during electronic transmission.

Interventions should clearly identify the application referred to and indicate whether parties support or oppose the application, or, if they propose changes to it, include the facts and grounds for their proposal.
