CKDU-FM HalifaxTechnical change

1. The Commission approves the application by CKDU-FM Society regarding the English-language community-based campus radio programming undertaking CKDU-FM Halifax. The licensee proposed to change the authorized contours of CKDU-FM by decreasing the average effective radiated power from 3,200 watts to 2,460 watts (non-directional antenna with an effective height of antenna above average terrain of 156.5 metres). The licensee also proposed to change the location of the transmission site. The Commission received an intervention in support of this application. The implementation is subject to the notification by the Department of Industry (the Department) discussed in paragraph 4.
2. The licensee indicated that its current transmission site is no longer available because it was deemed to be a public safety hazard. The licensee also indicated that, since the proposed site is considerably higher than the current site, there will be secondary benefits to the move, such as an increase in the size of the service area as well as in the quality of CKDU-FM's signal within its broadcast range.
3. The Commission notes that the population served within the station's 3 mV/m contour will increase from 226,444 to 304,316. The population served within its 0.5 mV/m contour will increase from 335,446 to 371,866.

4. The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued. Therefore, in the absence of the notification by the Department, the licensee will not be able to implement the new technical parameters approved in this decision.
