CJWL-FM Ottawa – Technical change

  The Commission approves an application to change the authorized contours of CJWL-FM Ottawa, by increasing the average effective radiated power from 485 watts to 1,100 watts and by decreasing the effective height of the antenna above average terrain from 117.5 metres to 100.5 metres.
 

Introduction

1. The Commission received an application by Ottawa Media Inc. (Ottawa Media) to change the authorized contours of the radio programming undertaking CJWL-FM Ottawa, by increasing the average effective radiated power from 485 watts to 1,100 watts and by decreasing the effective height of the antenna above average terrain from 117.5 metres to 100.5 metres. The applicant submitted that the proposed technical change would allow CJWL-FM to adequately cover the entire area it is licensed to serve.
2. As part of this process, the Commission received interventions in support of this application, one comment and interventions in opposition from Christian Hit Radio Inc. (CHRI), the licensee of CHRI-FM Ottawa, and one individual. The interventions and the applicant’s reply to the interventions can be found on the Commission’s website at www.crtc.gc.ca under "Public Proceedings."
 

Interventions and replies

3. CHRI and the individual opposing the application expressed concern that the power increase would cause interference to other FM radio stations due to the downtown location of the CJWL-FM transmitter.
4. Ottawa Media responded that part of its application is to re-locate its transmitter to another site. In the applicant’s view, this relocation would alleviate the reception problems the interveners claim to experience. It added that, if its application were approved, it would conduct a testing period prior to broadcast with the new technical parameters. Ottawa Media further affirmed that the interveners would be given every opportunity to comment on the impact of the power increase on their reception problems, if any, and confirmed that it would make every effort to rectify any problems, if and once they are discovered.
 

Commission’s analysis and determinations

5. The Commission notes the concerns raised by some of the interveners regarding signal reception within the Ottawa-Gatineau radio market, particularly in the downtown area of Ottawa. However, the Commission finds that these issues fall within the jurisdiction of the Department of Industry (the Department). Further, given that CJWL-FM is third adjacent to CHRI-FM, Ottawa Media is responsible for rectifying third adjacent channel interference to CHRI-FM, in accordance with the Department’s requirements.
6. The Commission is of the view that the proposed technical change would improve CJWL-FM’s coverage and reception and would allow Ottawa Media to compete in the Ottawa-Gatineau radio market. The Commission is therefore satisfied that Ottawa Media’s proposal is an appropriate solution to the coverage problems experienced by CJWL-FM.

In light of the above, the Commission approves the application by Ottawa Media Inc. to change the authorized contours of the radio programming undertaking CJWL-FM Ottawa, by increasing the average effective radiated power from 485 watts to 1,100 watts and by decreasing the effective height of the antenna above average terrain from 117.5 metres to 100.5 metres.

The Department has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.
