Application by Jack McGaw Consulting Incorporated to amend the licence of the English-language tourist information radio programming undertaking CIRH-FM Halifax, Nova Scotia.

The licensee proposes:
|
|
a) to amend the licence by changing the frequency from 97.9 MHz (channel 250LP) to 107.7 MHz (channel 299A).
|
|
b) to change the authorized contours by increasingthe effective radiated power from 10 watts to an average effective radiated power of 560 watts (maximum effective radiated power 1,000 watts/effective antenna height 152 metres).
|
|
The licensee states that the proposed changes will result in a better quality signal to listeners located in the Halifax Regional Municipality. As the station has been appointed as the Municipality's Designated Broadcast System in case of an emergency, it notes that the service it provides will require a stronger signal to reach all segments of the municipality in the event of an emergency.
|
|
It is also concerned that its signal is likely to experience interference from a new French-language radio programming undertaking which will occupy 98.5 MHz (channel 253B1) as soon as October 2007.
|
|
The Commission notes that pursuant to Broadcasting Decision CRTC 2006-139, 12 April 2006 and CRTC 2006-467, 6 September 2006, Coopérative
Radio-Halifax-Métro limitée was approved to operate a French-language Type A community FM radio station in Halifax utilizing the frequency 98.5 MHz (channel 253B1) with an effective radiated power of 2,350 watts.

The authorized contours of the station will be increased significantly resulting from the proposedtechnical changes.
|
|
The Commission notes that the increase in power would result in a change of the CIRH-FM status from a low-power unprotected service to a regular Class A service.

(non-directional antenna/effective antenna height 59 metres) for the operation of the new transmitter approved in CHOK Sarnia - Licence amendment, Broadcasting Decision CRTC 2007-241, 20 July 2007 (Decision CRTC 2007-241).

The present application is filed in response to Decision CRTC 2007-241 in which the Commission stated that Blackburn must submit, within three months from the date of this decision, a further application proposing alternative technical parameters that are acceptable to both the Commission and the Department of Industry.
