Developmental community radio station in Cochrane

  The Commission denies an application for a broadcasting licence to operate an English-language, developmental community FM radio programming undertaking in Cochrane, Ontario.
 

Introduction

1. The Commission received an application by Cochrane Polar Bear Radio Club for a broadcasting licence to operate an English-language developmental community FM radio programming undertaking in Cochrane, Ontario. The proposed station would operate at 104.7 MHz (channel 284LP) with an effective radiated power of 5 watts.
2. The proposed station would play musical selections by new and local talent not generally broadcast by commercial stations. Music would consist of New Country, Old Country, 30's and 50's Hit Parade music. Local programming would consist of public service announcements and community events bulletins.
3. Several interventions were submitted in support of this application.
 

Commission's analysis and determination

4. In its evaluation of this application, the Commission has considered the views of the applicant and of the interveners.
5. As stated in Public Notice 2000-13 (Community radio policy), the Commission's primary objective for community radio is that it provide community access to the airwaves and offer diverse programming that reflects the needs and interests of the community that it is licensed to serve. The programming must include music by new and local talent, music not generally broadcast by commercial stations, local information and spoken word programming. Developmental stations operate primarily for training purposes and have a certain measure of programming flexibility.
6. Notwithstanding this programming flexibility offered to developmental stations, the Commission expects applicants to submit details regarding plans for the fulfillment of the role and mandate of a community radio station. In the Commission's view, the applicant failed to provide complete plans related to the station's programming and the training of volunteers. The applicant is reminded that, notwithstanding the developmental nature of the proposed service, the Commission expects applicants to offer precise plans that are reflective of the Community radio policy.
7. Accordingly, the Commission denies the application by Cochrane Polar Bear Radio Club for a broadcasting licence to operate an English-language, developmental community FM radio programming undertaking in Cochrane, Ontario.
