CFNR-FM Terrace - Licence amendment
|

The Commission approves the application by Northern Native Broadcasting (Terrace, B.C.) to amend the broadcasting licence for the Type B Native radio programming undertaking CFNR-FM Terrace in order to delete the FM transmitter VF2119 Metlakatla and to operate an FM transmitter at Prince Rupert (Mount Hays).

The licensee has indicated that the equipment at Metlakatla is failing regularly and that the Prince Rupert transmitter will be accessible at all times of the year and will provide better coverage of the area.

The Commission did not receive any interventions in connection with this application.
|

The Commission notes that the presently authorized 3 mV/m and the 0.5 mV/m contours of the transmitter VF2119 Metlkatla will be included in the 0.5 mV/m contour of the new Prince Rupert transmitter. The FM transmitter at Prince Rupert will operate on frequency 98.1 MHz (channel 251 LP) with an effective radiated power of 22 watts.

The Department of Industry (the Department) has advised the Commission that while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met and that a broadcasting certificate will be issued.

Further, given that the technical parameters approved in this decision are for a low-power unprotected FM service, the Commission also reminds the licensee that it will have to select another frequency if the Department so requires.
|

|
The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 24 August 2009. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
