CIAM-FM Fort Vermilion - New transmitters at Slave Lake, Weberville and Hines Creek

1.

The Commission approves the applications by CARE Radio Broadcasting Association to amend the broadcasting licence for the radio programming undertaking CIAM-FM Fort Vermilion, in order to operate transmitters at Slave Lake, Weberville and Hines Creek.

The new transmitter at Slave Lake will operate at 107.5 MHz (channel 298LP) with an effective radiated power (ERP) of 26.8 watts. The licensee had proposed an ERP of 50 watts at Slave Lake. However, the Department of Industry (the Department) certified 26.8 watts. The new transmitter at Weberville will operate at 101.7 MHz (channel 269LP), and the new transmitter at Hines Creek will operate at 94.7 MHz (channel 234LP). The transmitters at Weberville and Hines Creek will each operate with an ERP of 50 watts.

The Commission received interventions in support of these applications.

The Department has advised the Commission that, while these applications are conditionally technically acceptable, it will only issue broadcasting certificates when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, these authorities will only be effective when the Department notifies the Commission that its technical requirements have been met, and that broadcasting certificates will be issued.

Given that the technical parameters approved in this decision are all for low-power unprotected FM services, the Commission also reminds the licensee that it will have to select other frequencies if the Department so requires.

Each transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 7 July 2008. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before that date.
