CBR-FM Calgary - New transmitter in Red Deer

The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for the radio programming undertaking CBR-FM Calgary in order to operate a transmitter in Red Deer. CBR-FM broadcasts the CBC's English-language Radio Two service.

The new transmitter will operate at 99.9 MHz (channel 260 C1) with an effective radiated power of 100,000 watts.

At the hearing, the CBC stated that, if its application were approved, a presence in Red Deer would enable it to enhance the programming of CBR-FM with more stories of interest to central Alberta.

The Commission received nine interventions in support of this application.

At the hearing, the Commission also heard three other applications, each proposing a new commercial FM radio station at Red Deer. One of these applications, filed by Jim Pattison Industries Ltd. (Pattison), also proposed to use the 99.9 MHz frequency. In English-language FM radio station in Red Deer, Broadcasting Decision CRTC 2004-117, 15 March 2004, the Commission approved in part the application by Pattison. An application acceptable to both the Commission and the Department of Industry (the Department) must be filed by Pattison requesting an amendment to its application, that would authorize the use of an alternate frequency to serve the Red Deer market.
 

Issuance of the licence

The Department has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.

8.

The transmitter must be operational at the earliest possible date and in any event no later than 24 months from the date of this decision, unless a request for an extension of time is approved by the Commission before 15 March 2006. In order to ensure that such a request is processed in a timely manner, it should be submitted in writing at least 60 days before this date.
