The Commission will hold a public hearing commencing on 3 December 2001 at 9:00 a.m., at the Hamilton Convention Centre, 1 Summers Lane, Hamilton (Ontario), to consider the following: |

INTRODUCTION |
|
Pursuant to Public Notice CRTC 2001-51, dated 10 May 2001 (Call for applications for a broadcasting licence to carry on a television programming undertaking to serve all or any one of Toronto, Hamilton and Kitchener, Ontario), the Commission is announcing applications from six parties for television licences to serve any or all of these communities. |
|
The Commission notes that, in some cases, applicants already have a broadcasting presence in these communities, and it may wish to examine common ownership policy issues. |
|
Moreover, certain applicants are also involved, directly or indirectly, in the ownership of various Canadian newspapers. Accordingly, the Commission may also explore cross-media ownership issues with these parties. |

Toronto with transmitters in Hamilton and London/Kitchener, Ontario |
|
Application by ALLIANCE ATLANTIS BROADCASTING INC. for a licence to operate an English-language television station in Toronto, with rebroadcasting transmitters in Hamilton and London/Kitchener. |
|
The new station in Toronto would operate on channel 52 with an effective radiated power of 414,000 watts. The rebroadcasting transmitters would operate on channel 46 with an effective radiated power of 3,400 watts (Hamilton) and on channel 39 with an effective radiated power of 51,400 watts (London/Kitchener). |
|
The station would air a minimum of 41 ½ hours of local programming per week. It would establish 5 news bureaux to reflect the communities of the Greater Toronto area. |
|
The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least ten days prior to the hearing, that it is technically acceptable. |

Application by CFMT-TV, A Division of ROGERS BROADCASTING LIMITED, for a licence to operate an ethnic-languagetelevision station in Toronto. |
|
The new station would operate on channel 52 with an effective radiated power of 427,000 watts. |
|
Programming would reflect and serve the ethnic population that speaks Pan Asian and African languages. The station, which would operate as "CFMT TOO", would dedicate 70% of its overall programming schedule to ethnic programming. The applicant would provide, each month, ethnic programming in no fewer than 18 languages, and directed towards no fewer than 22 distinct ethnocultural groups. As a result the existing CFMT-TV would replace its existing Pan Asian and African programming with Euro Latino and Caribbean programming. No amendments to CFMT-TV's existing conditions of licence would be required. |

Application by CRAIG BROADCAST SYSTEMS INC. for a licence to operate an English-languagetelevision station in Toronto, with a transmitter in Hamilton. |

The new station in Toronto would operate on channel 52 with an effective radiated powerof 59,000 watts. The transmitter in Hamilton would operate on channel 45 with an effective radiated power of 10,000 watts. |
|
The station would broadcast a minimum of 14 hours of local programming per week. Local English-language multicultural programs would be aired. |
|

|
Applications by CTV TELEVISION INC. for licences to operate English-languagetelevision stations in Toronto and in Kitchener/Waterloo. |
|
The new stations would operate on channel 52 with an effective radiated power of 30,000 watts (Toronto and surrounding areas) and on channel 39 with an effective radiated power of 369,000 watts (Kitchener/Waterloo). |
|
The station in Toronto would provide a minimum of 58 ½ hours of local programming each week. This programming would focus on the communities immediately surrounding the city of Toronto. The station in Kitchener/Waterloo would provide a minimum of 9 hours of local programming weekly. |
|
The Commission notes that CTV, through its wholly owned subsidiary CTV Television Inc., has a presence in Kitchener with CKCO-TV and in Toronto with CFTO-TV. In the context of the common ownership policy (Public Notice 1999-97), CTV acknowledges that approval of its applications would represent an exception to the policy. The Commission may examine the issue of the common ownership policy. |

The Commission further notes that CTV is part of BCE Inc.'s corporate group, which has entered into an agreement with The Woodbridge Company Limited and The Thomson Corporation for an interest in The Globe and Mail, a major Canadian newspaper with both a national edition and a Toronto edition. In this context, the Commission may examine, among other things, the potential impact of cross-media ownership on diversity of voices in the markets that CTV serves. |

Applications by GLOBAL COMMUNICATIONS LIMITED for licences to operate English-languagetelevision stations in Toronto, Hamilton and Kitchener. |

The new stations would operate on channel 52 with an effective radiated powerof 100,000 watts (Toronto), channel 46 with an effective radiated power of 1,430 watts (Hamilton) and channel 39 with an effective radiated power of 77,000 watts (Kitchener). |
|
All of the programming aired by the station would be Canadian. Each station would broadcast a minimum of 15 hours per week of local programming directed to communities in its coverage area. The station would air 48 hours of programming weekly obtained from licensed digital programming service providers and broadcasters. |
|
The Commission notes that Global has a presence in Hamilton with CHCH-TV and in Paris with CIII-TV. In the context of the common ownership policy (Public Notice 1999-97), the Commission may examine this issue. |
|
The Commission further notes that Global is part of CanWest Global Communications Corp. (CanWest), who has purchased from Hollinger Inc. a number of major daily Canadian newspapers (including the National Post) and a number of daily and weekly newspapers in smaller Canadian communities. The Commission may examine, among other things, the potential impact of cross-media ownership on diversity of voices in the markets that Global serves. |

The new stations would operate on channel 52 with an effective radiated power of 14,700 watts (Toronto), channel 16 with an effective radiated power of 3,200 watts (Hamilton) and channel 39 with an effective radiated power of 59,000 watts (Kitchener). |
|
At least 80% of the programming aired by the stations would be Canadian. Each station would broadcast a minimum of 32 ½ hours per week of local programming directed to the communities in its coverage area. Local and regional programs would make up all but 8 hours of the station's services. |
|
The Commission notes that Torstar is involved in the newspaper business, namely with the Torstar Daily Newspaper Group (including the Toronto Star, the Hamilton Spectator and, the Kitchener-Waterloo Record). The Commission may examine, among other things, the potential impact of cross-media ownership on diversity of voices in the markets that Torstar serves. |
