Increase in power for CKDX-FM
|
|
1. The Commission approves the application to amend the broadcasting licence for CKDX-FM Newmarket by increasing the effective radiated power from 500 watts to 11,300 watts.
|
|
2. The licensee states that this power increase will significantly improve CKDX-FM's signal quality within its primary coverage area, York region.
|
|
3. Interventions opposing this application were submitted by Larche Communications Inc., licensee of CICZ-FM Midland, Dufferin Communications Inc., licensee of CIDC-FM Orangeville, Shaw Broadcasting Ltd., licensee of CHAY-FM Barrie, Rock 95 Broadcasting, licensee of CFJB-FM Barrie, and Power Broadcasting Inc., licensee of CIQB-FM Barrie.

4. The interveners expressed concern that the increase in power, if approved, would allow the applicant to broadcast to an area of central Ontario that CKDX-FM is not licensed to serve, with potential negative impact on existing stations in that area.

5. The applicant's response to the concerns expressed in the interventions stated that the signal strength of CKDX-FM is currently inadequate. It further noted that, while the proposed new signal will reach the Barrie market, it will not be sufficiently strong to compete with the local Barrie stations.
|
|
6. The Commission has considered the views of the interveners and the applicant, and is satisfied that approval of this application will not have a negative impact on the local advertising revenues of existing stations in the Barrie area.
|
|
7. The Commission acknowledges and has considered the other interventions received with respect to CKDX-FM's application.
|
|
8. The Commission authorizes the licensee to operate the undertaking on the basis of the contours and particulars resulting from the above-mentioned change.
|
|
9. The Department of Industry has advised the Commission that this application is conditionally technically acceptable. The Department will only issue a Broadcasting Certificate once it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
|
|
10. In accordance with section 22(1) of the Broadcasting Act, the above-mentioned amendment will only be valid when the Department of Industry certifies to the Commission that a broadcasting certificate has been or will be issued.
