New radio service to provide emergency information
|
1. The Commission approves the application for a broadcasting licence for an English - language AM radio programming undertaking at Chalk River. Subject to the requirements of this decision, the Commission will issue a licence expiring 31 August 2005.

2. The service will be used to broadcast emergency information consisting of prerecorded or live messages to the Chalk River area. As such, it is not considered as a continuous broadcasting station. The service will be tested for one hour each month and, once a year, a two-hour emergency exercise will be carried out. In a real emergency situation, the service could be used for up to four hours.

3. The Commission has considered the circumstances of this application and is of the view that it would be appropriate to apply the licensing policy for low-power radio broadcasting undertakings set out in Public Notice CRTC 1993-95 dated 28 June 1993.

4. The licence is subject to the terms and conditions set out in the licence to be issued. Further, as conditions of licence, the licensee must:
|
· use the station solely to broadcast emergency information consisting of prerecorded or live messages to the Chalk River area;
|
· broadcast no advertising material;
|
· broadcast no musical selections.
|

5. As proposed the station will broadcast on the frequency 530 kHz, with a transmitter power of 50 watts during the day and night.
|
6. The technical parameters are for a low-power unprotected AM service. As such it is not protected against interference from Class A, B and C stations. The licensee shall take remedial action if it causes interfence to such stations.
|
7. The licence will only be issued and effective when the undertaking is ready to begin operation. When the licensee has completed construction and is prepared to commence operation, it must advise the Commission in writing. If the undertaking is not constructed and ready to operate within 12 months of today's date, extensions to this time frame may be granted provided that the licensee applies in writing to the Commission before the 12-month period or any extension of that period expires.
