Addition of a transmitter
Pursuant to Public Notice CRTC 1993-114 dated 29 July 1993, the Commission approves the application to amend the broadcasting licence for the AM radio programming undertaking CKQR Castlegar (the originating station), by authorizing the licensee to add an FM transmitter at Nelson, operating on frequency 103.5 MHz, with an effective radiated power of 84 watts.
This approval is subject to the requirement that construction of the transmitting facility be completed and that it be in operation within twelve months of the date of this decision or, where the licensee applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further periods of time as may be approved in writing by the Commission.
Should the Commission refuse to approve an extension of time requested by the licensee, the authority granted shall lapse and become null and void upon the termination of the last approved extension period. Four Seasons Radio Ltd., licensee of CKKC Nelson, CJAT Trail and CKQR Creston, popularly known as the Kootenay Broadcasting System, submitted an opposing intervention. The intervener expressed concern that the establishment of the proposed low-power transmitter at Nelson would have a negative impact on the advertising revenues available to the only local station at Nelson, CKKC.
Based on the available evidence, including the response by Valley Broadcasters Ltd. to the intervention, the Commission is satisfied that approval of this application will not have any undue negative impact on CKKC.
