NORTHWESTEL INC. - RATES, TERMS AND CONDITIONS FOR CABLE SUPPORT SERVICES
In Bell Canada and Northwestel Inc. - Sale of Facilities in the Northwest Territories, Telecom Decision CRTC 92-6, 1 May 1992 (Decision 92-6), the Commission approved applications by Bell Canada (Bell) and Northwestel Inc. (Northwestel) related to the transfer to Northwestel of substantially all of Bell's assets in the eastern portion of the Northwest Territories.
In Decision 92-6, the Commission approved Northwestel's proposal to grandfather all services offered by Bell, but not by Northwestel, with one exception. Specifically, the Commission stated that it would not be appropriate to grandfather Cable Support Services without providing the opportunity for potentially affected customers to comment on the company's proposal. Accordingly, the Commission directs Northwestel to file a more detailed proposal with respect to grandfathering the provision of Cable Support Services for existing customers in the eastern Northwest Territories as, including details with respect to the rates, terms and conditions for the service. In addition, the Commission directs the company to consider the following issues:
(1) the potential demand for Cable Support Services in the western Northwest Territories (the area served by Northwestel before its acquisition of Bell's assets in the eastern Northwest Territories); and
(2) whether Cable Support Services should be available only in the eastern portion of the Northwest Territories or across all of the company's operating territory.

2. Persons wishing to participate in this proceeding (interested parties) must file a notice of intention to participate with the Commission, serving a copy on the company, by 6 August 1992.
3. The company's proposals must be filed with the Commission and served on the interested parties by 13 August 1992.
4. Interested parties may file comments with the Commission, serving a copy on Northwestel, by 10 September 1992.
5. Northwestel may file a reply to any comments, serving copies on interveners, by 24 September 1992.
6. Where a document is to be filed or served by a specific date, the documents must be actually received, not merely mailed, by that date.
