Pursuant to Public Notice CRTC 1991-101 dated 4 October 1991, the Commission renews the broadcasting licence for CFTL-FM Big Trout Lake, from 1 September 1992 to 31 August 1999, subject to the conditions specified in this decision and in the licence to be issued.
CFTL-FM will broadcast 59 hours per week of local programming; an additional 10 hours of programming will originate from the Wawatay Native Communications Society radio network and 99 hours from the CBC English-language stereo network. The language of the local programming will be Oji-Cree.
The Commission notes that CFTL-FM is a Type A FM native radio station in accordance with Public Notice CRTC 1990-89 dated 20 September 1990 entitled Native Broadcasting Policy.
The Commission notes that this station is owned and controlled by a not-for-profit organization whose structure provides for membership, management, operation, and programming primarily by members of the community at large.2
It is a condition of licence that the licensee adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission.
It is also a condition of licence that the licensee adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
