Decision

Ottawa, 11 February 1991
Decision CRTC 91-92
Canadian Broadcasting Corporation
Saint-Pamphile, Quebec - 901811000
Following a Public Hearing in the National Capital Region beginning on 27 November 1990, the Commission approves the application for a licence for an FM radio broadcasting transmitting undertaking to serve Saint-Pamphile and area on the frequency 88.7 MHz, channel 204, with an effective radiated power of 840 watts to rebroadcast the programs of the CBC French-language AM radio network originating from CBV Québec and available from the CBV rebroadcaster at Saint-Fabien-de-Panet.
The Commission will issue a licence expiring 31 August 1994, subject to the conditions specified in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of the originating station CBV BV BV Québec.
The Commission notes that this application addresses the concerns set out in Decision CRTC 90-210 dated 28 February 1990, wherein the Commission stated that it expected the CBC to find a means to ensure that listeners in the Saint-Pamphile area continue to receive its national French-language radio service upon the disaffiliation of CHGB La Pocatière and its rebroadcaster CHAL Saint-Pamphile.
The DOC has advised the Commission that this application is conditionally technically acceptable, and that a Broadcasting Certificate will only be issued once it has been determined that the undertaking's proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
In accordance with paragraph 13(1)(b) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received from the DOC that its technical requirements have been met, and that a Broadcasting Certificate will be issued.
Allan J. Darling
Secretary General
