Following a Public Hearing held in the National Capital Region on 28 May 1991, the Commission approves the application for a licence for a French-language FM radio programming undertaking at Trois-Rivières, on the frequency 93.9 MHz, channel 230, with an effective radiated power of 10 watts, to broadcast live coverage of the Trois-Rivières Grand Prix race on 16, 17 and 18 August 1991.
The Commission will issue a licence in effect only for the duration of the event from 1991 to 1995, with an expiry date of 31 August 1995, subject to the conditions specified in the licence to be issued.
During the term of this licence, the Commission expects the licensee to submit to it each year, three months in advance, the exact dates of the Grand Prix race. The Commission notes that this event normally takes place each year over a three-day period in August. The Department of Communications (DOC) has advised the Commission that this proposal is technically acceptable, but that the issuance of a Broadcasting Certificate is conditional upon the resolution of any problems involving interference with aeronautical NAV/COM services. The Commission notes that DOC technical certification is also subject to frequency availability to be determined every year.
In accordance with subsection 22(1) of the Broadcasting Act, the Commission will only issue the licence, and the authority granted herein may only be implemented, at such time as written notification is received, each year, from the DOC that its technical requirements have been met, and that a Broadcasting Certificate will be issued.
