Following a Public Hearing in Québec beginning on 5 March 1991, the Commission approves the application for a broadcasting licence for an English-language FM community radio station at La Tabatière and Mutton Bay on the frequency 98,5 MHz, channel 253, with an effective radiated power of 70 watts. The licence will expire on 31 August 1993, and will be subject to the conditions specified in this decision and in the licence to be issued. In light of the Commission's intention to review its community radio policy, as indicated in Public Notice CRTC 1990-111 dated 17 December 1990, this period will enable the Commission to consider renewal of this licence following completion of the review.

In accordance with the licensee's proposal and the Commission's policy statement on The Review of Community Radio (Public Notice CRTC 1985-194 dated 26 August 1985), the Commission will issue a special FM licence for community radio, Type A, for this station which will be operated in the Group IV music format. This station will broadcast a total of 50 hours of programming each week, 28 hours of which will originate from the Harrington Harbour station approved in Decision CRTC 91-166 dated 27 March 1991.

The Commission notes that this community station is owned and controlled by a non-profit organization whose structure provides for membership, management, operation, and programming primarily by members of the community at large.

In view of the fact that this non- profit corporation will be supported in part by government loans or grants, the applicant is reminded that it should ensure that it retains full control over all management and programming decisions at all times.

It is a condition of licence that the applicant devote not more than 20% of the station's total broadcasting time to advertising, in accordance with the community radio policy for Type A stations.

It is a condition of licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission. It is a condition of licence that the applicant adhere to the guidelines on sex-role portrayal set out in the Canadian Association of Broadcasters' (CAB) Sex-Role Portrayal Code for Television and Radio Programming, as amended from time to time and approved by the Commission.

It is also a condition of licence that the applicant adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
