Following a Public Hearing in the National Capital Region beginning on 11 June 1990, the Commission renews the broadcasting licences for CKOB Renfrew and CKOA Arnprior from 1 October 1990 to 31 August 1994, subject to the conditions specified in this decision and in the licences to be issued. This term will enable the Commission to consider the renewal of these licences at the same time as that of other radio stations in the area.
The Commission notes that due to financial difficulties, the licensee has proposed to eliminate CKOA's locally-produced programming and to reduce CKOB's News programming from 14 hours 30 minutes to 3 hours 39 minutes per week and spoken word programming from 18.54% to 11% weekly. Notwithstanding these changes, the licensee is expected to maintain a complete and satisfactory local news service to its listeners in Renfrew and Arnprior. Further, the Commission notes that, as a result of the elimination of its locally produced programming, CKOA will rebroadcast full-time the programs of CKOB.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes the annual budgets allocated and the initiatives proposed by the licensee in this respect. It expects the licensee to increase its efforts in this regard during the new licence term and to develop new initiatives for the support, development and on-air exposure of local and regional talent as financial resources permit.
It is a condition of CKOB's licence that the licensee adhere to the Canadian Association of Broadcasters' (CAB) self-regulatory guidelines on sex-role stereotyping, as amended from time to time and approved by the Commission.
It is also a condition of CKOB's licence that the licensee adhere to the provisions of the CAB's Broadcast Code for Advertising to Children, as amended from time to time and approved by the Commission.
