Cable T.V. of Wetaskiwin Inc.
Wetaskiwin and Millet, Alberta - 893906800
Following a Public Hearing in Edmonton beginning on 15 May 1990, the Commission renews the Class 2 licence for the broadcasting receiving undertaking serving Wetaskiwin and Millet, held by Cable T.V. of Wetaskiwin Inc., from 1 September 1990 to 31 August 1995. The operation of this undertaking is regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized, by condition of licence, to continue to distribute, at its option, CKRD-TV Red Deer, Alberta, received over-the-air, and WDIV (NBC) Detroit, Michigan, received via satellite from the CANCOM network, as part of the basic service.
Further, the licensee is authorized to continue to distribute, at its option, KXLY-TV (ABC), KSPS-TV (PBS) and KREM-TV (CBS), received via microwave, as part of the basic service. Consistent with Decision CRTC 88-193 dated 30 March 1988, the Commission approves the licensee's request to be relieved, by condition of licence, of the requirement of section 12 of the regulations, that it distribute the signal of CFRN-TV Edmonton on an unrestricted channel. Should the quality of the signal deteriorate significantly, the licensee will be expected to undertake immediate corrective action such as moving the service to another channel.
Sunwapta Broadcasting, licensee of CFRN-TV Edmonton, filed an intervention opposing the licensee's request to distribute CFRN-TV on a restricted channel. In reply, the licensee stated that, although it has not encountered any technical problems since it began carrying CFRN-TV on a restricted channel in 1977, it would move this service to an unrestricted channel should any problems occur.
The Commission reaffirms the particular importance it attaches to the development of community programming and has taken note of the annual budgets which will be allocated for this purpose during the new licence term. The Commission encourages the licensee to continue its efforts to develop community programs that reflect subscriber interests and concerns.
