Following a Public Hearing in Winnipeg beginning on 5 December 1989, the Commission approves the application for a licence for an English- (90%) and a French-language (10%) AM carrier-current radio broadcasting transmitting undertaking at Toronto on the frequency 800 kHz, with a transmitter power of 25 watts to broadcast locally-produced programming.
The Commission will issue a licence expiring 31 August 1994, subject to the conditions specified in this decision and in the licence to be issued.
This authority will only be effective and the licence will only be issued at such time as the Commission receives documentation establishing that the company has been incorporated in accordance with the application in all material respects.
This undertaking will broadcast approximately 75 hours per week of alternative programming to students of York University's Glendon College. In this regard, the Commission reminds the applicant that, in accordance with section 13 of the Radio Regulations, 1986, 30% or more of the musical selections broadcast by the new station each broadcast day shall be Canadian selections and shall be scheduled in a reasonable manner throughout the broadcast day.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and has taken note of the annual budgets and initiatives proposed by the applicant in this respect.
It is a condition of licence that the applicant retain full control over all decisions concerning the management and programming of this station and that the majority of directors be students. In addition, the Commission reminds the applicant that, in accordance with the requirements of the Direction to the CRTC (Ineligibility to Hold Broadcasting licences), the chairman or other presiding officer and each of the directors or other similar officers of the licensee must be Canadian citizens.
It is a condition of licence that the authority granted herein be implemented within six months of the date of this decision or, where the applicant applies to the Commission and satisfies the Commission that it cannot implement its authority before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
