Following a Public Hearing in the National Capital Region on 27 June 1989, the Commission approves the application for a licence for a French-language FM radio broadcasting undertaking at Sainte-Marguerite-Marie on the frequency 93.9 MHz, channel 230, with an effective radiated power of 750 watts to rebroadcast the programs of CIKI-FM Rimouski.

The Commission will issue a licence expiring 30 September 1991, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of the originating station, CIKI-FM.

The Commission notes that the Department of Communications (DOC) has advised that the rebroadcaster will have an effective radiated power of 750 watts rather than the 3,000 watts indicated in CRTC Notice of Public Hearing 1989-6 dated 28 April 1989. The Commission received an opposing intervention from Radio Communautaire du Comté which stated that the new rebroadcaster will neither add to nor complement existing services in the community, and that approval would strengthen the monopoly exercised by Power Corporation of Canada in eastern Quebec.

In reply, the applicant pointed out that the area has a number of media outlets which are controlled by different interests, and that it had demonstrated an interest in serving the Matapédia Valley in 1985, at the time it filed an application to operate a radio station in Rimouski. It added that the introduction of a new service in the Matapédia area would not adversely affect CFVM Amqui in view of its purchase of all of the issued shares in that station (Decision CRTC 89-691 of today's date) and its undertaking to maintain the local service offered by the Amqui radio station. The applicant intends to expand the services the station currently offers in the Matapédia Valley through CIKI-FM's regional mandate, and stated that access [TRANSLATION] "to a new FM signal of high quality is in itself a service that the residents of the Matapédia Valley will appreciate."

It is a condition of licence that the authority granted herein be implemented within twelve months of the date of this decision or, where the applicant applies to the Commission and demonstrates that it is unable to implement the said authority within this period and that an extension would be in the public interest, within such further period as the Commission may approve in writing.
