Following a public hearing in the National Capital Region on 27 June 1989, the Commission denies the application for a licence for a French-language FM radio transmitting undertaking in Ville-Marie, on the frequency 100.5 MHz, channel 263, with an effective radiated power of 3,000 watts, to rebroadcast the programming of CHLM-MF Rouyn-Noranda.
The Commission received an intervention from Radio Témiscamingue Inc., licensee of CKVM Ville-Marie, strongly opposing the application to operate a new radio service in Ville-Marie. The intervener emphazised [TRANSLATION] "that the presence of a second radio station in such a limited market as that of Témiscamingue would jeopardize the existence of our broadcasting undertaking, which is owned by more than 600 local shareholders". It added that local and national advertising revenues are barely sufficient to sustain its station and that the proposed station, which would be part of the Radio Nord group, would result in the loss of its national and a large portion of its regional advertising. In reply, Radio Nord Inc. stated that it did not intend to solicit advertising in the Ville-Marie area and that its FM service would complement the existing AM service and give listeners a wider choice.
In assessing this application, the Commission has taken into account the intervention submitted by Radio Témiscamingue Inc. as well as the applicant's reply. In view of CKVM Ville-Marie's fragile financial situation, the Commission is of the opinion that a new station could undermine the existing station's advertising revenues and threaten its survival. For these reasons, the Commission is not disposed to approve the application submitted by Radio Nord Inc.
