Following a public hearing in the National Capital Region on 29 May 1989, the Commission approves the applications for licences for French- and English-language FM broadcasting undertakings at Middle Bay and Rivière Saint-Paul on the 93.1 MHz frequency (channel 226), with an effective radiated power of 9 watts and 8.2 watts respectively, to rebroadcast the programming of community radio station CFBS-FM Lourdes-de-Blanc-Sablon. The licences will expire 30 June 1994, and are subject to the conditions set out in this decision and in the licences to be issued.
As proposed by the licensee and in accordance with the Commission's Policy Statement on the Review of Radio (Public Notice CRTC 1985-194 dated 26 August 1985), the Commission will issue special community FM radio licences Type A for these undertakings which will operate in a Group IV music format, in accordance with the amendment to CFBS-FM's Promise of Performance, approved in Decision CRTC 89-512 of today's date. It is a condition of licence that the licensee not devote more than 20% of its broadcast time to advertising, in accordance with the community radio policy for Type A stations.
It is a condition of licence that construction of these undertakings be completed and that they be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension is in the public interest, within such further period of time as is approved in writing by the Commission.
