Following a Public Hearing in Sydney, Nova Scotia on 15 March 1988, the Commission approves the application for a licence for an FM radio broadcasting transmitting undertaking at Churchill Falls on the frequency 89.1 MHz, channel 206, with an effective radiated power of 98 watts to rebroadcast the programs of the CBC French-language AM radio network service originating from CBSI-FM Sept-Iles, Quebec.
The Commission will issue a licence expiring 31 August 1989, subject to the conditions specified in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of CBSI-FM, the originating station.
The Commission notes that the use of this new FM frequency conforms with the guidelines set out in Public Notice CRTC 1985-142 dated 9 July 1985. Further, the Commission notes that the Department of Communications has stated that technical certification of this proposal is subject to the approval of Transport Canada.
The CBC has indicated that it intends to cease the operation of CBSI-3, which currently provides the CBC French-language AM radio network service in Churchill Falls, no later than six months from the date on which the new FM transmitter becomes operational. The Commission expects the CBC to cease the operation of CBSI-3 within this time frame.
