Pursuant to Public Notice CRTC 1987-200 dated 3 September 1987, the Commission approves the application to amend the broadcasting licence for CIKI-FM Rimouski by decreasing the effective radiated power from 58,700 watts to 41,300 watts, by changing the frequency from 104.5 MHz (channel 283C) to 98.7 MHz (channel 254C) and by relocating the transmitter site from the east of Saint-Valérien to Mont-Comi.

The Commission notes that due to a potential interference problem with the Mont-Joli airport, the licensee was unable to implement its authority granted in Decision CRTC 86-1127 dated 26 November 1986. It expects that this change of antenna site will result in an extension to the east of the coverage area and in a reduction to the west.

The Commission has taken into consideration the intervention from M. Jean-Hugues Guenette, a previous unsuccessful applicant for a licence for a French-language AM radio station to serve Mont-Joli, questioning the changes in the station's technical parameters.

In this regard, the Commission notes the licensee's response stressing that the proposed changes are necessary to resolve technical problems that were raised by Transport Canada and that the authorized primary service area of CIKI-FM, which includes Mont-Joli, will remain unchanged.

The Commission further notes that the licensee was previously granted an extension of the implementation deadline for CIKI-FM (A87-0117 dated 19 August 1987) and, accordingly, it fully expects the licensee to implement its authority on or before 26 March 1988.
