Pursuant to Public Notice CRTC 1986-255 dated 19 September 1986, the Commission approves the application to amend the broadcasting licence for CISQ-FM Squamish by changing the frequency from 104.9 MHz (channel 285A) to 98.3 MHz (channel 252A).

The Commission notes that this change is necessary to avoid interference to the reception of the CISQ-FM signal at the licensee's Bowen Island retransmitter, caused by the FM undertaking licensed to Fraser Valley Broadcasters Ltd. at Abbotsford which utilizes the frequency 104.9 MHz.

In accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will only issue the licence amendment, and the authority granted herein may only be implemented, at such time as written notification is received from the Department of Communications that it will issue an amendment to the Technical Construction and Operating Certificate.

The Commission has received seven interventions opposing this change of frequency on the grounds that it will result in the loss of the radio service provided by CFMS-FM Victoria on the frequency 98.5 MHz. Interveners also noted that the Squamish area is poorly served in terms of radio service. The Commission is satisfied that the licensee has adequately explained the reasons for the proposal in its replies to the interveners and notes that Squamish lies outside of CFMS-FM's authorized coverage area.

The Commission also acknowledges the concern expressed by Mr. E.H. Tobus, Mayor of Squamish, regarding the lack of radio service on the Squamish Highway, and the licensee's reply. It notes that radio service in that area should be restored as a result of the authority granted herein.

The Commission reminds the licensee that it is currently authorized to operate CISQ-FM with an effective radiated power of 2,400 watts and that it must submit an application requesting authority for any change in power.
