Following a Public Hearing in Sainte-Foy, Quebec on 16 June 1986, the Commission approves the application for a broadcasting licence for a French (50)% and English (50%) FM community radio station at Lourdesde-Blanc-Sablon on the frequency 89.9 MHz, channel 210, with a transmitter power of 10 watts.

The Commission will issue a special FM licence for community radio, Type A, expiring 30 September 1989, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider renewal of this licence at the same time as that of other stations in the region.

In line with the Commission's policy statement on The Review of Community Radio (Public Notice CRTC 1985-194 dated 26 August 1985), it is a condition of licence that the advertising broadcast by the station be limited to a maximum of 250 minutes per day, up to a maximum of 1,500 minutes per week if the station broadcasts fulltime or otherwise 20% of the station's total broadcasting time.

In accordance with paragraph 22(1)(b) of the Broadcasting Act, the Commission will not issue the licence, and the authority granted by this decision cannot take effect until the Department of Communications has confirmed it is prepared to issue a Technical Construction and Operating Certificate.

The Commission considers that this community FM radio station will provide an important service to residents of Lourdes-de-Blanc-Sablon and encourages the applicant to promote community interest in, and access to, this service for the development of relevant programs that reflect the linguistic and social characteristics of the community.

It is a condition of this licence that construction of the undertaking be completed and that it be in operation within twelve months of the date of receipt of written notification from the Department of Communications that it will issue a Technical Construction and Operating Certificate or such further period as the Commission may, upon receipt of a request for extension before the expiry of the said twelve months, deem appropriate under the circumstances.
