Following a Public Hearing in Hull, Quebec on 17 June 1986, the Commission approves the application for a broadcasting licence for a French-language FM radio station at Chapleau on the frequency 91.9 MHz, channel 220A, with an effective radiated power of 345 watts to rebroadcast the CBC French-language AM network programming provided by CBON-FM Sudbury.

The Commission will issue a licence expiring 30 September 1987, subject to the conditions specified in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of CBON-FM.

The Commission notes that the use of this FM frequency conforms to the guidelines set out in Public Notices CRTC 1985-86 and 1985-142 dated 2 May and 9 July 1985 respectively, and it is satisfied that the replacement of a low-power unprotected AM station with FM facilities will result in an extension of the CBC AM network service to a significantly greater population in this area.

The CBC has indicated that it intends to cease the operation of CBON-9 Chapleau, a low-power AM station which rebroadcasts the programs of CBON-FM Sudbury, no later than one year following the date on which the new FM transmitter becomes operational. The Commission expects the CBC to cease operation of CBON-9 within this time frame.
