Following a Public Hearing in Montreal on 18 March 1986, the Commission approves the application for a broadcasting licence for an English- (70%) and Algonquin-language (30%) FM radio station at Maniwaki on the frequency 103.9 MHz, channel 280, with an effective radiated power of 50 watts.
The Commission will issue a licence expiring 30 September 1989, subject to the conditions specified in this decision and in the licence to be issued. This term will enable the Commission to consider the renewal of this licence at the same time as that of other FM stations in this region.
The new station will provide locallyproduced programming designed to serve the needs of the Reserve and will feature 4 hours of public affairs programming, 3 hours of educational programs, 3 hours of local events and sports and 1.5 hours of news per week.
The applicant has indicated that it will not engage in commercial activity and that it will develop and publicize an access policy to ensure that band members understand both the concept of community access and the procedures for participation.
